A)  To function as the official body in the parish in matters pertaining to the promotion of Charity, Integral Human Development , Justice and Peace.

B)  Coordinating all organizations in the parish involved in providing social & welfare services, human development programmes and promotion of justice and peace

C)  Promoting the social teachings of the church & social justice

D)    To initiate projects that will be at the service of the poor and marginalized

E)    To promote the PENANG DIOCESAN LENTEN CAMPAIGN

F)   To collaborate with other PHDCs in the area of integral human development

To build a world according to Jesus' teaching, where Everyone can live a fully Human life, it is essential for every parish to respond to people who are poor.

According to Parish Ministry to the Poor by David J. McBriar, O.F.M
Poor means:

Those who have neither money nor power -

In many instances, the victims are women and children.
These poor may be next door, down the street, in one's own or another city,
in a country geographically distant.


A parish's mission is to serve these poor - all of them.
